Abstract

As governments worldwide transition to digital platforms to enhance efficiency and transparency, Uganda has introduced several e-government systems, including the Judiciary’s Electronic Case and Court Management Information System (ECCMIS) and the National Planning Authority’s (NPA) National Development Plan (NDP) Monitoring and Evaluation system. However, the implementation of these systems often faces challenges related to user adoption. This study examines the determinants of e-government adoption for improved public service delivery in Uganda’s public sector, focusing on the Judiciary and NPA. Using the Unified Theory of Acceptance and Use of Technology (UTAUT) and a quantitative research design, data were collected from 51 senior administrative staff and technical officers via a structured questionnaire. Simple and multiple linear regression analyses were conducted to assess the influence of performance expectancy (PE), effort expectancy (EE), social influence (SI), and facilitating conditions (FC) on behavioral intention (BI) and actual usage behavior (UB). Results indicate that while perceived usefulness and social support drive behavioral intention, it is the enabling conditions that drive actual usage. Specifically, PE (β=0.52,p<0.001) and SI (β=0.31,p=0.002) significantly predicted BI, explaining 98.9% of the variance. However, PE alone did not significantly predict UB (β=−0.19,p>0.05). In contrast, facilitating conditions (FC) had a significant direct influence on UB (β=0.39,p=0.001). The study underscores that digital systems are critical for achieving SDGs 16, 9, and 17, but adoption requires not just social endorsement, but robust technical infrastructure and support.
